South Africa advises Uganda against land giveaways

Africa?s economic growth has been noted to have great potential if the governments can invest in infrastructure.

Uganda should not give away the land but instead use it for agriculture development, which is currently operating below its potential, South Africa?s minister for National Planning Commission has said.

Answering questions after delivering the 21st Joseph Mubiru, Memorial Lecture, on August 2 at Kampala Serena Hotel, Mr Trevor Andrew Manuel said: ?Uganda?s agricultural sector is operating below its potential in the range of 5 to 10 per cent. You should not give away the land but instead develop it. Ugandans are good at farming.?

On several occassions, the government has given away land to foreign investors either to set up hotels, factories or to grow crops to provide raw material for their industries a development which has seen schools losing land to investors.
This, together with the land tenure system in place continues to hinder agricultural development in the country, according to analysts from the World Bank and the International Monetary Fund who have often called for land reform policies in order for Uganda to realise agricultural development.

Mr Manuel said that government needs to support agricultural development by investing in it because the sector has a lot of potential in supporting Uganda?s economic development.
At the continent level, Manuel said Africa has great potential to raise the volume of and value of its agricultural production, and to expand related business activities, especially in agro-processing with high levels of positive outcomes; from raising rural incomes to boosting GDP growth, and creating business opportunities.

Mr Manuel further stated that many farmers can?t buy expensive machinery, high yield seeds, and fertilizers because of inadequate finance systems.

?All of this is compounded by the land tenure system. African countries have spent decades trying to jump-start agricultural production, if over these problems Africa can become a bread basket of the world,? he said.

Mr Manuel added: ?African economies need to use the mineral wealth to invest in the infrastructure that will allow them to diversify our economies, and pay for our capability upgrade.?

Hedge funds and money managers trimmed their gold net longs and raised their bullish position in silver futures and options, a report by the U.S. Commodity Futures Trading Commission showed on Friday.

Holdings in SPDR Gold Trust, the world's largest gold-backed exchange-traded fund, fell 0.26 percent to 918.64 tonnes on Friday, touching fresh four-year lows.

"Should prices trade below $1,300 an ounce, an additional sizeable leg of ETP (exchange-traded product) holdings becomes loss-making," Barclays Capital said in a note.

Silver fell 0.3 percent to $19.84 an ounce. It reached a one-week high of $20.27 on Friday.

Platinum was up 0.3 percent at $1,448.74 an ounce and palladium lost 0.2 percent to $727.97 an ounce.

Top US officials meet to discuss embassy threat

WASHINGTON (AP) ? Top U.S. officials met Saturday to review the threat of a terrorist attack that led to the weekend closure of 21 U.S. embassies and consulates in the Muslim world and a global travel warning to Americans. President Barack Obama was briefed following the session, the White House said.

Obama's national security adviser, Susan Rice, led the meeting and then joined Lisa Monaco, Obama's assistant for homeland security and counterterrorism, in briefing the president, the White House said in a statement.

"The president has received frequent briefings over the last week on all aspects of the potential threat and our preparedness measures," according to the statement.

Among those at the meeting Saturday afternoon were the secretaries of state, defense and homeland security and the directors of the FBI, CIA and the National Security Agency, according to the White House. Also attending was Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff.

In an interview Friday with ABC News, Dempsey said officials had determined there was "a significant threat stream" and that the threat was more specific than previous ones. The "intent is to attack Western, not just U.S. interests," he said.

The global travel warning was the first such alert since an announcement before the 10th anniversary of the terrorist attacks of Sept. 11, 2001.

The warning comes less than a year since the deadly September attack on a U.S. diplomatic post in Benghazi, Libya, and with the Obama administration and Congress determined to prevent any similar breach of an American embassy or consulate.

The State Department's warning urged U.S. travelers to take extra precautions overseas. It cited potential dangers involved with public transportation systems and other prime sites for tourists, and noted that previous attacks have centered on subway and rail networks as well as airplanes and boats.

Travelers were advised to sign up for State Department alerts and register with U.S. consulates in the countries they visit.

The statement said that al-Qaida or its allies might target either U.S. government or private American interests. The alert expires on Aug. 31.

The State Department said the potential for terrorism was particularly acute in the Middle East and North Africa, with a possible attack occurring on or coming from the Arabian Peninsula. The diplomatic facilities affected stretch from Mauritania in northwest Africa to Afghanistan.

U.S. officials pointed specifically to Yemen, the home of al-Qaida's most dangerous affiliate and the network blamed for several notable plots against the United States, from the foiled Christmas Day 2009 effort to bomb an airliner over Detroit to the explosives-laden parcels intercepted the following year aboard cargo flights.

"Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," a department statement said.

Yemen's president, Abdo Rabby Mansour Hadi, met with U.S. President Barack Obama at the White House on Thursday, where both leaders cited strong counterterrorism cooperation. This past week, Yemen's military reported a U.S. drone strike killed six alleged al-Qaida militants in the group's southern strongholds.

Rep. Ed Royce, R-Calif., the House Foreign Affairs Committee chairman, said the embassy threat was linked to al-Qaida and concerned the Middle East and Central Asia.

"In this instance, we can take a step to better protect our personnel and, out of an abundance of caution, we should," Royce said. He declined to say if the National Security Agency's much-debated surveillance program helped reveal the threat.

Below are three basic steps to help victims heal and find love once again.

1. Find a therapist.

Start your journey of healing with a trained professional. People beginning to date following abuse may have lowered standards. They may be more accepting of bad behavior in dating relationships.

Another common reaction to trauma is to test boundaries or seek high-drama relationships in order to feel intensity or strong feelings. A trained therapist can help identify and heal destructive dating patterns so that these types of relationships are no longer attractive.

2. Practice saying no every day.

It can be difficult to establish boundaries in everyday life after surviving abuse or trauma. You may fear rejection, even from friends and family, or worry that you risk angering others if you say no. But nothing is more powerful than to say no to someone you love, experience queasiness, and realize that your friendship or dating relationship has survived.

Saying no is a great test that the relationships you are forming with other people are healthy and well-balanced. No is not rejection. It is insight into who you are. A good friend or lover will respect ?no.? Even if it is ?no, I do not like that restaurant,? start telling people who you are today.

3. Reciprocate to build trust.

Reciprocation is the safe way to let go of fear and build trust in a relationship without being vulnerable. He or she does something nice, you do something nice back. He or she opens up about something personal, you open up about something personal. Great relationships are built over time where trust is developed by continuous positive interactions.

By slowly opening up to your partner, you can get a better sense of how you feel when you are around him or her. When you are aware of your feelings and acting in accordance with your values, you naturally develop healthy relationships.

Victim identified in fatal California boardalk hit-run that injured 11 others

The woman killed by a hit-and-run driver Saturday in Los Angeles was the daughter of a prominent Italian businessman and was on her honeymoon after having been married for just two weeks, Italian media reported Sunday.

The woman was killed and 11 other people were injured when a car plowed into pedestrians walking along the Venice Beach boardwalk, fire officials and police said.


Los Angeles police said Sunday that Nathan Campbell, 35, of Los Angeles, was arrested and charged with one count of murder after he fled the scene in a dark sedan. Security camera video captured a dark car speeding off the boardwalk as people scrambled out of the way about 6 p.m. (9 p.m. ET) at the end of Dudley Avenue, where it intersects Ocean Front Walk just before the beach.

Bail was set at $1 million, although it was unclear what motive, if any, the man may have had, officials said.

Los Angeles County coroner's officials identified the dead woman as Alice Gruppioni, 32, of Italy, NBCLosAngeles reported.

The Italian news agency ANSA reported that Gruppioni was married July 20 to Christian Casadei of Cesena, Italy. Casadei suffered minor injuries and was at his wife's side when she died, it said.

In a telephone interview, the Italian consul in Los Angeles told ANSA that Casadei said he and his new wife were strolling along the boardwalk on their honeymoon when the car came barreling through.

"It's a tragedy. There's nothing more to say," Casadei said, the agency reported. "We were walking, we were happy, we were on our honeymoon and everything, and suddenly everything changed.

"I still can't believe it, and I don't even remember exactly what happened. It's all very confusing."

Gruppioni was the daughter of Valerio Gruppioni, president of Group Sira, based in Bologna, one of the world's largest producers of radiators for heating. Bologna FC, a club in the top flight of Italian soccer, confirmed her death in a statement offering condolences to Valerio Gruppioni, a former president of the club.

"Alice Gruppioni, daughter of Valerio Gruppioni, a long-time executive of the Red and Blue, died Saturday night in a car accident in the United States. President (Albano) Guaraldi and all of Bologna FC are with the Gruppioni family in this time of unspeakable pain."

In a statement Sunday, Italian soccer giant AC Milan, one of the world's premier clubs, expressed its "condolences to former Bologna president Valerio Gruppioni and his family following the passing of his daughter Alice."

Ten other people were injured, two of them with minor injuries, Los Angeles fire spokesman Brian Humphrey told NBCLosAngeles. They were "all believed to have been pedestrians on the boardwalk," according to a tweet from the LAFD.

Witnesses told NBCLA that the driver of the car ? described as a 2008 to 2010 black or dark blue Dodge Avenger ? seemed to aim at pedestrians as he swerved on and off the curb.

"The vehicle appeared to be moving purposefully down the boardwalk, according to witnesses," Humphrey?told the Los Angeles Times.?

The Venice Beach boardwalk is one of Southern California's main visitor attractions, featuring hundreds of street vendors, performers, beachgoers and tourists on the crowded stretch of galleries, restaurants and tattoo shops.

Gene Wettstone, the retired Penn State men's gymnastics coach who holds the NCAA record for most team championships in that sport, has died. He was 100.

The school said Wettstone died Tuesday in State College. He coached at Penn State for 36 seasons, winning nine NCAA team titles.

Wettstone's gymnasts also won 35 individual national titles, and three Nittany Lions won the Nissen-Emery Award as the nation's top gymnast during his tenure. Wettstone retired from coaching in 1976.

Wettstone also coached the U.S. Olympic men's gymnastics team in 1948 and 1956. He was an Olympic judge in 1952 and 1968.

A memorial service was scheduled for Aug. 10 at Foxdale Retirement Center in State College.

My Windows XP VM is growing like a beanstalk


New to parallels - please be gentle - I do think it's fantastic by the way.

I can see from searching previous posts that this is a common observation - but many responses are dated so I thought it worth asking the question for an up to date answer in light of current software functionality.

I put parallels on my MBA just to run Microsoft Money. As its the only program I need under Windows, I went for Windows XP to (hopefully) minimise resources consumed (disk space, memory etc), and Money runs 100% ok under XP. I installed Parallels and Money and hey ho, all was fantastic. Brilliant performance and consumption of resources hardly noticeable.

But the VM is now growing in size. It started at 6Gb, went to 8, went to 12, went to 14, now its at 16GB. All in three weeks. I let it be and thought it would settle down, but its just growing and growing. Something's wrong! I'm just running this one application.

I checked a couple of things like turning off system restore, and setting the optimisation settings to work in concert with Time Machine. No difference, the VM is just growing and eating up my precious solid state for no good reason that I can see.

Any suggestions please?

Friday's fracas pitted the pro-referendum forces of President Ma Ying-jeou's ruling Nationalist Party against strongly anti-nuclear forces affiliated with the main opposition Democratic Progressive Party. DPP lawmakers occupied the legislative podium late Thursday night amid vows to disrupt the vote. It had not taken place by midday Friday, but with a large Nationalist majority in the 113-seat legislature, the referendum bill is expected to pass easily.

Construction of Taiwan's fourth nuclear power plant began in 1997 but was halted while the DPP was in power between 2000 and 2008. If the referendum is passed it could become operational by 2016.

Physical confrontations broke out early in Friday's session. Associated Press television footage shows some eight people pushing and shoving in one scrum. Two people scuffled on the floor, while others tried to separate them. More than a dozen activists in bright yellow shirts chanted and waved signs on a nearby balcony, and several of them splashed water onto lawmakers below. A few water bottles were thrown into the fray.

Some DPP lawmakers object to the idea of any nuclear referendum at all, while others say that the language in the bill needs to be changed because it is prejudicial. According to the bill under discussion, referendum voters would be asked to vote on whether they agree with the proposition that "the construction of the fourth nuclear power plant should be halted and that it not become operational."

Georgia Southern Uses Technology to Prevent Football Concussions

The Georgia Southern University Eagles football team begins fall practice this morning with new equipment designed to protect players from concussions. Georgia Southern is the only collegiate football team in the state to use the Helmet Impact Telemetry System (HITS) which measures and records every hit to the head during practices and games.

?We want to do everything we can to prevent our student athletes from suffering a head injury,? said Georgia Southern President Brooks Keel, Ph.D. ?After the University received a $385,000 National Institutes of Health grant in 2011 to study concussions, we wanted to do more to get a better understanding of these injuries. The addition of this monitoring equipment will hopefully reduce the risks our Eagle players face on the field.?

With funding from the Office of the Vice President for Research and Economic Development, Georgia Southern has equipped 40 helmets with the Riddell HITS system. There are six sensors inside each helmet that measures the severity of a hit to the head. A typical impact in football lasts about 15 milliseconds, and in that instant, measurements from the sensors will be transmitted in nearly real-time to a laptop computer being monitored on the sidelines of all practices and games.

?While this is not a diagnostic piece of medical equipment, it is an early warning system,? explained Tom Buckley, Ed.D., professor of athletic training. ?Each time a player gets hit in the head, which can be 30-40 time per practice and game, we can get the calculations on exactly what happened and see how severe the impact was.?

If a hit reaches a certain threshold, a pager worn by a graduate research student and the head athletics trainer will receive a notification. ?If I get a message saying a player took a hard hit, I?m going to be keeping a close eye on that player,? said Eagles Head Athletics Trainer Brandy Clouse. ?If that player displays any unusual behavior, I?m coming over to do a clinical evaluation to make sure that he?s not trying to hide it or downplay the hit and that it?s safe for him to continue playing.?

Each impact will also be time stamped and can be synchronized with game video so coaches, athletics trainers and researchers can better evaluate the hits. ?We can look at the body position, see what the athlete is doing and examine the force they experience,? said biomechanics professor Barry Munkasy, Ph.D. ?We can then consider what can be done to reduce those hits by possibly changing techniques or teaching players what to do to lower their risks that will help improve their performance.?

Tom Rothman To Launch New TriStar Productions Label For Sony

BREAKING: Former Fox Filmed Entertainment chairman/CEO Tom Rothman is teaming with Sony Pictures to launch TriStar Productions, a joint venture that will augment the output of Sony?s film and TV product. This was just announced by Sony Entertainment CEO Michael Lynton and Amy Pascal, the co-chairman of Sony Pictures Entertainment. Sony is going to provide funding for the venture and retain distribution rights around the world. Rothman will hold the title of TriStar Productions chairman and receive an equity stake in the new company. He reports to Lynton and Pascal.

Rothman will staff up with production execs and will have its own strategic marketing capabilities but the movies will be released through Sony?s pipeline. It gives the studio another generator of product to go with Columbia Pictures, Screen Gems, Sony Pictures Animation, Sony Pictures Classics and Sony Pictures Worldwide Acquisitions, the latter of which has sometimes had acquisitions released through the venerable TriStar banner.

It puts Rothman back to calling the shots at a film company. The lawyer-turned-studio executive ran the Samuel Goldwyn Company, worked at Columbia, but the bulk of his career was spent in an 18 year run at Fox. In those later years, he shared power with Jim Gianopulos and he was known as being a hands on presence in production and budgets, maybe too much so. That was believed to be one of the reasons the studio let him go last January, which was a big surprise. Rothman, who developed a relationship with Steven Spielberg when they tried to make Harvey at Fox, briefly got involved as producer of Robopocalypse, until Spielberg shelved the film. Even though Rothman was ready to moonlight as producer, it seemed clear that what he wanted was an executive gig. Now he has a good one and there are not many executives around with more experience than he has.

?Tom is a rare executive who loves movies, loves filmmakers, understands how to make money and has exquisite taste,? Pascal said in a statement. ?He has the perfect programming sensibility to add to ur slate mix and it will be a thrill to have him as part of our team.?

Said Sony Pictures Television president Steve Mosko: ?Sony Pictures Television is in business with the best in the business and we couldn?t be more excited to have Tom join our family.?

In a statement, Rothman noted how he and Pascal had worked together on the Columbia Pictures lot under the late Dawn Steel in the late 80s. ?I admired [Pascal] hugely then and I admire her more now-she has a truly exceptional film mind. I have known and respected Michael just as long. Together they run a superb company, loaded with outstanding executives at every level, including Steve Mosko, with whom I share a special heritage.? Mosko and Rothman worked together at Fox 2000 and Searchlight for years.

Rothman joins at a time when Sony Pictures has been under public scrutiny from hedge fund chief Daniel Loeb, whose Third Point LLC has acquired a 7% stake in the company. Loeb has been critical of summer misfires After Earth and White House Down, and has called for the entertainment division to be spun off.

Topless sunbathers flock to London's parks as temperatures soar

In New York City recently a local law was passed allowing women to sunbathe topless in any public space where a man was permitted to strip off his shirt.

There are currently no plans for a similar law in this country.

On Thursday UK temperatures were hotter than Barcelona, Cape Town, Mumbai and Venice, prompting bookies to offer odds that August would be a record breaker.

Ladbrokes offered 8/1 that August?s hottest temperature would surpass the hottest August on record, which was in 2003.

A decade ago the mercury reached 101.3F (38.5C).

Jessica Bridge, of Ladbrokes, said: ?The second heat wave of the summer is in full swing and the odds suggest we?re in for another scorcher.

?The faster the temperatures rise the quicker the odds will drop when it comes to breaking weather records.?

But weather forecasters have warned people to enjoy the heat wave now as it is not set to last.

Friday is set to be cooler, with a maximum temperature of 82.4F (28C) as showery rain arrives from the West.

A spokesman said: ?Locally we could get heavier and thundery showers across the West spreading east. And there is a risk of heavier rain in more eastern parts. It will begin to feel fresher.

?For the next five or six days we should see temperatures in the low to mid-20s.?

The Met Office has also offered some relief for hay fever sufferers who have had a difficult summer so far.

According to experts pollen counts are set to drop significantly over the weekend and into next week.

Pro-Union ACLU Accuses Its Own Unionized Workers of ?Extortion??

Did you know that the clerical and other support staff for the American Civil Liberties Union is, well, unionized? Well, they are and that is causing ACLU executive director Anthony Romero some serious heartburn.

Romero told the Village Voice in a July 25 interview that the workers? union, United Auto Workers Local 2110, was engaging in a ?subtle form of extortion? by criticizing the ACLU to the press.

?[The union] is using the press to embarrass us and back us into a corner to make concessions that are not in keeping with the market and not in keeping with other employers,? Romero said. He?was responding to a Village Voice piece the previous day titled: ?The ACLU Is Going After Its Own Union Workers? Contracts.?

This situation is more than a little ironic, given that the ACLU is a well-known ?? perhaps the best-known ? advocate of free speech and a free press. Somewhat less well-known is that it also an advocate of?collective bargaining rights.

In the July 24 ?piece, the Voice reported that the civil rights group was asking for ?unprecedented? givebacks from its?legal assistants, receptionists, bookkeepers, accounting assistants and mail clerks.

(AP) ? Authorities outlined plans Friday to break up two sit-ins by supporters of deposed President Mohammed Morsi, saying they would set up a cordon around the protest sites, and riot police used tear gas to disperse demonstrators threatening a TV complex.

Morsi backers also showed their defiance by briefly setting up a third camp near the airport, but later folded their tents and left.

The military-backed interim government seeks to end a political stalemate that has paralyzed Egypt and deeply divided the country. Supporters of Morsi and his Muslim Brotherhood say they will not disperse until he is returned to power.

The second-ranking U.S. diplomat arrived in the Egyptian capital for talks on the political crisis, as Secretary of State John Kerry warned both sides that "the last thing we want is more violence."

Also Friday, Amnesty International reported cases of alleged killings and torture at the hands of Morsi supporters inside the protest camps, saying that one man had his throat cut and another was stabbed to death.

In southwestern Cairo, police fired tear gas at Morsi supporters who rallied in front of Media City, a site housing most of Egypt's private TV stations, a security official said. A second official told the state news agency that protesters tried to "obstruct traffic in an attempt to affect work at the complex."

The rally was "a desperate attempt by rioters from the (Islamist) current," Maj. Gen. Abdel-Fattah Othman, a spokesman for the Interior Ministry, told the private TV station Mehwer. "There was reinforcement from police and army that will not allow any reckless person to get close to the Media City or storm it."

He described the protesters as "brainwashed" to attack broadcasters perceived as secular opponents of the Islamists. Last year, Morsi supporters held a sit-in near Media City, often harassing TV personalities and forcing many of them to sneak into the studios from other entrances.

The new unrest came as state-controlled TV reported that security forces will establish a cordon within 48 hours around the two main protest sites in Cairo where thousands have been camped out since before Morsi was ousted by the military on July 3.

The government offered protection and "safe passage" to those willing to leave the two main camps ? a large one outside the Rabaah al-Adawiya Mosque in eastern Cairo and a smaller one near Cairo University's main campus in Giza. The leadership had earlier given orders to police to end what it described as "threat to national security" and sources of "citizens' terrorism."

Authorities will let people leave without checking their identities or arresting them, but they will not allow anyone into the protest camps, the report said. It did not elaborate on the next steps, but the government earlier said it will use water cannons and tear gas in dispersing the crowds.

The Morsi supporters are also planning rallies late Friday outside security headquarters near one sit-in site, including the Republican Guard club, where they had staged a protest that turned bloody last month, and another army building.

The security cordon around the protest camps raises the possibility of new violence, which has killed more than 130 Morsi supporters and injured hundreds since the military coup. The ouster followed mass demonstrations calling for Morsi to step down after a year in office, saying his policies had failed and he had put power in the hands of his Islamist group.

Facing domestic and international pressure to avoid bloodshed, authorities have taken the unusual step of going into details of its security plans.

Interior Minister Mohammed Ibrahim told a newspaper that police have finalized plans for breaking up the sit-ins, and were awaiting orders from prosecutors to start the second phase of its operation.

Police have given authorities information about weapons in the protest camps and the "dangers emanating" from there, and that the next phase of the plan, which includes surrounding the sites, would begin within hours, he was quoted as saying.

"The forces have established their presence in various areas with the aim of protecting security and stability," Ibrahim said, adding that the ministry was awaiting legal action from the prosecutors. He said a prosecution team will accompany the security forces to monitor how they deal with the protesters.

Ibrahim told the newspaper that he was awaiting approval from the National Defense Council on measures relating to the final phase of the operation, which would be the use of force while trying not to injure anyone.

The Amnesty International report quoted a survivor of an attack by Morsi supporters near the Cairo University sit-in as saying that he saw one bloodied man have his throat cut and another stabbed to death.

The report also cited accounts from survivors that Morsi backers also abducted and tortured their political opponents with beatings and electric shocks at or near the protest sites.

The Interior Ministry last weekend had said 11 bodies were found near one of the protest sites, with some showing signs of torture, apparently by members of the sit-ins who believed the victims were spies.

Near the Rabaah protest camp, people armed with sticks and makeshift body armor stood guard behind walls of sandbags, tires and bricks.

One speaker defiantly told the crowd that the military leader, Gen. Abdel-Fatah el-Sissi, appeared reluctant to carry out his promise to break up the sit-ins.

"This man is about to fall now in the face of all these retractions," the speaker said to thousands of people who gathered for a meal to break their daytime fast for the holy month of Ramadan.

Ahmed Madani, 26, was installing a new tent at one of the camp entrances, saying the facilities will have a kitchen and toilets.

"We are here to show them that we are determined to stay and we won't give up," he said. "Even if I have to die, I will not leave. We are thousands ready to die for our cause."

The pro-Morsi camps have disrupted daily life in Cairo, blocking traffic and antagonizing some residents already suffering under Egypt's economic woes.

"A peaceful sit-in does not block roads, it doesn't terrorize people, it does not kill people and it does not attack people," said Wahid Idris, an opponent of the Muslim Brotherhood. "I want them to use any means to put an end to that sit-in."

In addition to the smaller sit-in across town, a new vigil sprung up briefly near Cairo's international airport, on the outskirts of the suburb of Heliopolis, in a neighborhood known as "The Thousand Houses."

An Associated Press reporter saw thousands of protesters, many of them are families and women in conservative Muslim dress, occupying a square and laying prayer rugs on the asphalt. They raised banners with Morsi's portrait saying, "Down with military rule," waved Egyptian flags and chanted, "Go away Sissi! Morsi is my president."

About six hours later, however, the camp was dismantled because organizers believed it to be insecure, said Adel Hassan, a protester who folded his tent.

U.S. Deputy Secretary of State William Burns arrived in Cairo, and an Egyptian Foreign Ministry official said he would meet with interim leadership officials and representatives from the Muslim Brotherhood and its allies Saturday.

Amr Darag, one of the Brotherhood negotiators who will meet with Burns, told the AP that the group and its allies are looking for "confidence-building measures" in order for them to sit at the table with their rivals.

Such measures include releasing detained Brotherhood leaders, unfreezing the group's assets, lifting the ban on its TV stations and ending violence against its protests. Darag said the group can't order its protesters to go home because they are fighting for their rights and the reinstatement of Morsi as president.

It was unclear if Burns would see Morsi during his second visit to Cairo since the coup. On Monday, top European Union diplomat Catherine Ashton saw Morsi for two hours at the facility where he is being held by the military. An African Union delegation also briefly met the ousted president a day later.

In London, Kerry sought to clarify controversial remarks he made Thursday about the crisis when he told Geo TV in Pakistan that the Egyptian military was "restoring democracy."

The comment was seen by some as a signal the U.S. was siding with the military, even though the State Department has repeatedly said the U.S. is not taking sides.

Kerry said Friday that all parties ? the military as well as the Morsi supporters ? should be inclusive and work toward a peaceful resolution of the crisis.

"The last thing that we want is more violence," he said. "The temporary government has a responsibility with respect to demonstrators to give them the space to be able to demonstrate in peace. But at the same time, the demonstrators have a responsibility not to stop everything from proceeding in Egypt."

A spokesman of Egypt's Mulim Brotherhood, Gehad el-Haddad, denounced Kerry's remarks, asking if Kerry would similarly approve of Defense Secretary Chuck Hagel deposing President Barack Obama if large protests took place in the United States.

Rights groups have warned against using force to end the protests. The New York-based Human Rights Watch urged the interim leadership to take all measures to avert bloodshed.

"To avoid another bloodbath, Egypt's civilian rulers need to ensure the ongoing right of protesters to assemble peacefully, and seek alternatives to a forcible dispersal of the crowds," said Nadim Houry, deputy director of the Middle East and North Africa division of Human Rights Watch.

The Muslim Brotherhood has opposed all measures taken by the military since the coup, including the appointment of an interim president, the suspension the constitution and the disbanding of the Islamist-dominated legislative council.
